B.A.S.I.C. was founded by Anton Zammit on the 5th of May 2002. The Society is a voluntary relief movement with its own Statue and not promoted in any way by any desire for any material or any other form of personal gain.
B.A.S.I.C. was founded to give help to Maltese Citizens without any discrimination to Sex, Religion and Political opinions. Its purpose is to assist those in need to ensure respect for the human.
Mission Statement
- A deep and unshakable veneration for the human life.
- A continuing process of honest introspection into the day-to-day workings of Basic in order to guard against indifference and weaknesses.
- A lasting effort by each member to maintain the high standards required by the motto of the Group "To Care and Serve
Management and Financial Administration
- B.A.S.I.C. will maintain an autonomy, which allows it to act at all times, in accordance with the rules and regulations set-up by the Committee.
- B.A.S.I.C.’s term of existence is unlimited. Its headquarters will be located in any part of the Maltese Islands as decided by the Committee. At present the official address of B.A.S.I.C. Society is “BASIC CENTRE” Triq in-Naggar, Mosta MST 1761.
- B.A.S.I.C. has an emblem (Appendix A). The colours of the emblem are Sky Blue, Red, Beige and White.
- Members are those persons who have shown a willingness to help others. Only members that have paid their yearly subscription, will be entitled to vote in a general meeting.
- Members must satisfy the Rules and Regulations of the Group.
- The Committee has the right to suspend members, subject to rules and regulations found in the by-laws. The officers will first look at the case and then decide if the person should be reinstated or not. The Board's decision is final.
- Only the President, Vice President or persons delegated by them are authorised to give information, interviews or take part in programs whether radio or television, on matters pertaining to the Group.
- B.A.S.I.C. must each year hold a general meeting. If possible the meeting must take place in December, but Officers can decide to change the date at a committee meeting.
- Committee meetings must take place at least once every quarter, but can be more frequent as necessary.
- If the post of President is vacant, the Vice President will fill the position until the next election or till a general meeting is called.
- B.A.S.I.C. can acquire and administer any property as may be deemed fit. It can accept unrestricted contributions and assistance in any form from individuals, public authorities and private bodies.
- It may accept as agent or trustee, funds or property in trust or earmarked for particular use, provided that such use is within the General scope of its activities, purposes and power.
- It may accept any conveyance of real estate to its use or benefit. It may constitute and administer any reserves, insurance or other funds for its staff or any of its activities.
- All funds and property for the time being held by B.A.S.I.C. shall be subject to control of the Committee.
- The financial year begins on the 1st January and closes on 31st December of each year.
- The President or in his absence the Vice President and the treasurer receives and administers all funds.
- The financial statements of the society shall be audited by a Certified Public Accountant and Auditor every year. The said auditor (‘external’) is appointed during the Annual General Meeting and shall have full power to examine the books and accounts of the society and to require explanations and shall report to the General Meeting.
- An inventory of all immovable and movable property including motor vehicles, office equipment, furniture etc. belonging to B.A.S.I.C. shall be drawn up and shall be updated every year and included with the external auditor’s report.
- The Committee draws up and amends all regulations as are necessary.
- The Statute can only be amended after examination by the Committee members. Any proposed amendments shall be handed to the Secretary for approval three weeks prior to a general meeting.
Dissolution
- B.A.S.I.C. Society shall be dissolved when three-fourths (3/4ths) of the members present at an Annual General Meeting or Extraordinary General Meeting so resolve. On dissolution, advice thereof shall be sent within one week to the Commissioner of Inland Revenue and the Press Registrar.
- Upon the passing of a motion of dissolution of the society in terms of clause 1 of this statute, the members present at the said General Meeting shall appoint an Administrator who shall wind up the financial affairs of the HOME. The meeting shall, if need be, determine the remuneration payable to the Administrator.
- On appointing the Administrator, the Secretary and the Treasurer (and if he has resigned, any one of the remaining Committee members in the order of President, Vice-President, or any one of the other members) is to give the Administrator an updated statement of the society’s assets and liabilities as on the date of the Administrator’s appointment.
- Upon election of the Administrator, all the functions of the Committee members shall cease and be vested in the Administrator. It shall be the first duty of the Administrator to meet all liabilities of the Home and to proceed to the liquidation thereof.
- Following liquidation as aforesaid, the Administrator shall pass the net assets, if any, to a similar organization with the same aims as B.A.S.I.C’s, such as the Y.M.C.A. or Suret il-Bniedem for distribution among Maltese and Gozitan families in need, within the earliest reasonable time, which shall not exceed the period of six (6) months from the date of his appointment saving reasonable extensions.
- On termination of his assignment, the Administrator shall give a detailed statement of his administration to all ordinary members of the Fund.
Rules and Regulations for Members of Basic
- Members must satisfy the Rules and Regulations of B.A.S.I.C. .
- B.A.S.I.C.'s motto "To Care and Serve" and Mission Statement must be adhered to at all times.
- B.A.S.I.C. Statute must be followed without any exception.
- Human life and Health must be safeguarded at all time.
- Members, associates and helpers of B.A.S.I.C. are expected to behave professionally and in a correct manner at all times.
- Members of B.A.S.I.C. are expected to report immediately to the President or Vice President any unprofessional or socially unacceptable behavior of any other member, associate or helper.
- Members, associates and helpers of B.A.S.I.C. are expected to treat all information regarding persons who need their help in strictest of confidence.
- Anything confidential about our patients or regarding members of B.A.S.I.C. must be kept in confidence even after the end of service.
- Identification Cards must be carried by members at all time and worn in a visible place while on active duty.
- Any identification Cards, Badges or markings remain the property of B.A.S.I.C.
- Any items belonging to B.A.S.I.C. must be handed to one of the Administrative officers within 48 hours from the end of service.
